The Markup command lets you annotate over viewports to communicate ideas or provide feedback without touching the model geometry. Markups are view-based, saved with the 3dm file, and can be restored at any time for review.
Steps

Run the Markup command.

Click a viewport to start a new markup session.

Use the HUD buttons to create markup objects.

When finished, click the Complete button

Allows editing parameters of objects in restored markups.

Color and thickness of existing markup objects can be changed.

Added Markups panel that lists existing markups.
HUD elements
The HUD buttons run special commands for markup sessions. Other Rhino commands can run during a markup session, but they do not add geometry to the markup.
Sketch
Draws freehand curve.
Polyline
Draws a polyline.
Arrowhead toggle
Adds an arrowhead at the end of a new sketch or polyline.
Tapered toggle
Toggles between static and tapered width for sketches and polylines.

Double-clicking this button opens the Linetypes panel to adjust the tapered settings.
Revision cloud
Draws a revision cloud consisting of arcs.
Text
Adds an annotation text.
Eraser
Erases parts of existing markup objects except text.
The affected markup objects are converted into solid hatches.
Color swatch
Choose a color for new markup objects.
Thickness slider
Controls the thickness of markup objects and text height.
Create New Markup
Creates a new markup.

Click a viewport to begin a new markup session.
View manipulation in the perspective view is disabled during the session.
Edit Selected Markup
Edits the selected markup.
Delete Selected Markup
Deletes the selected markup(s).
Export Selected Markup
Saves the view(s) of the selected markup(s) as .jpg image files.
Copy to clipboard
Copies the selected markup to the clipboard for pasting into other applications or Rhino itself.
To review a markup

Double-click a markup in the Markup panel to enter the viewing mode.
Markups can be created in model or layout viewports. When a markup is restored, the viewport where it was created is activated.
Viewing Mode
The viewing mode allows you to inspect existing markups and navigate through them.
Navigation bar
The navigation bar is located in the upper-right corner of the viewport.

It shows the name of the current markup.

Click the left or right arrow buttons to navigate through existing markups.

When a markup session is saved, a Picture surface is created from the current view with the UI elements excluded and the markup objects overlaid on it. The slider adjusts the transparency of the Picture surface.
Edit
Switches to the editing mode.
Cancel
Exits the viewing mode and returns to the standard Rhino viewport.
